Measures for the administration of national security emergency industry demonstration base (Trial)

Chapter I General

Article 4 the construction of demonstration base is divided into two stages: cultivation period and development period. The demonstration base in the cultivation period belongs to the establishment unit.

Chapter II Organization

Article 8 conditions for declaration

Demonstration base (including creation) is divided into comprehensive and professional categories. Comprehensive category refers to the demonstration base (including creation) where the relevant products or services involve many professional fields, and reach the advanced level, high market share and outstanding scale benefit; Professional category refers to the demonstration base (including creation) where relevant products or services reach the international advanced level in a professional field, with high market share and certain scale benefits.

The specific application conditions shall meet the requirements of six indicators, such as industrial composition, innovation ability, development quality, safety and environmental protection, development environment and application level. Article 9 application materials

（1） Joint report documents and preliminary review opinions of provincial industrial and information, development and reform and science and technology departments where the applicant is located.

Article 10 application process

（1） The Ministry of industry and information technology, the national development and Reform Commission and the Ministry of science and technology regularly organize the selection and evaluation of demonstration bases.

（2） The applicant voluntarily applies to the provincial industrial and information competent department of the place where the applicant is located in combination with its own conditions for "the establishment unit of national security emergency industry comprehensive (or professional) demonstration base", and logs in the online application system of national security emergency industry big data platform and submits relevant application materials.

（3） Provincial Industrial and information departments shall jointly review the application materials with the competent departments of development and reform at the same level, jointly issue written recommendations, submit scanning copies of the review opinions through the online application system, and send them to the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of science and technology in triplicate.

Chapter IV review and naming

Chapter V Management

If the demonstration base fails to meet the requirements after regular evaluation, the three departments shall inform and order rectification. If the conditions are not met again within two years, the name of the national security and emergency industry comprehensive (or professional) demonstration base shall be annulled by announcement. Before the name is revoked, the relevant units will be informed to hear their statements and arguments.

（3） Before the end of March of each year, the demonstration base (including creation) shall report the work summary of the previous year and the work plan of the current year to the provincial industrial and information authorities in the locality. After the provincial industrial and information departments, together with the competent departments of development and reform at the same level, and the competent departments of science and technology at the same level verify and summarize, they shall report to the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of science and technology respectively. If the annual work summary and plan are not submitted in accordance with the provisions for two consecutive years, the name may be revoked. Before the annulment of the name, the relevant units will be informed to hear their statements and arguments.

（4） The emergency materials in the demonstration base (including the establishment) will be taken as an important carrier of industrial emergency management work and will be included in the industrial emergency management capability system. Relevant information about the products, production capacity and inventory of relevant enterprises shall be reported to the Ministry of industry and information technology as required, and the emergency response shall be ensured in time.

Article 14 the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of science and technology shall support the development of demonstration bases (including the creation). According to the actual situation, the key guidance and support shall be given to the units in the demonstration base (including the establishment) in the aspects of production, learning and research cooperation, technology promotion, standard formulation, project support, fund guidance, exchange and cooperation, demonstration application, emergency materials collection and storage, recommendation of new industrial industrial demonstration base, etc.

Chapter VI supplementary provisions

Article 15 local governments at all levels shall be encouraged to organize the cultivation of provincial demonstration bases. After two years of construction of provincial security emergency industry demonstration base, it can directly declare "national security emergency industry comprehensive (or professional) demonstration base".

Article 16 support the national demonstration base for new industrial industrialization to develop the national security emergency industry demonstration base.

Article 17 the management of the approved national emergency industry demonstration base and national security industry demonstration park (including the establishment) shall be applicable to these measures.

Article 18 the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of science and technology shall be responsible for the interpretation of these measures.
