Drought is a climatic phenomenon in which long-term no precipitation or precipitation is significantly less, resulting in dry air and soil water shortage, which causes water deficit in crops, inhibits normal growth and development, and ultimately leads to a decline in yield. 1. The relevant departments shall, in accordance with their duties, do a good job in preventing and responding to droughts;
2. Governments at all levels and relevant departments initiate emergency water supply schemes such as remote water transfer, and adopt various means such as raising external water, deep wells, and delivering water by vehicles to ensure the living of urban and rural residents and drinking water for livestock;
3. Limited or limited supply of domestic water for urban residents, narrowing or phased agricultural irrigation and water supply;
